I have the honour to inform you that the fact
of the Douglas Steamship Company'a S. 8. "Haiyang" having been chartered by a German Firm to convey Contract Emigrants from Swatow to Samoa was brought to my notice and I therefore caused the letter of which a copy is enclosed to be sent to the Agent. As a result the charter was cancelled and the Agents stated that they
had acted in ignorance of the law in regard to the matter.
2.
I shall address you further on the subject of
the conveyance of emigrants in British ships to Foreign Possessions.
